Background

Pathfinder International is developing a Digital Investment Case Tool for Women’s Health ; an offline, user-friendly Excel-based tool that equips Ministries of Health (MoHs) to make compelling economic and fiscal arguments for increased domestic investment in family planning, sexual and reproductive health and rights (SRHR), and primary health care (PHC).

The tool will be piloted in one country ;either Kenya or Egypt- to be confirmed upon contract signing and is designed from the outset as a country-agnostic solution, replicable across any country in MENA and Sub-Saharan Africa with minimal support. Pathfinder is engaging a qualified Technical Consultant to design, develop, test, and prepare the tool for scale-up across a six-month period.

Primary Objectives of the Consultancy

The primary objective of this consultancy is to produce a fully functional, offline Excel-based investment case tool that enables MoH staff to independently construct and communicate evidence based economic arguments for investment in women’s health. The consultant will design the tool as a generic, country-adaptive solution piloted in either Kenya or Egypt but built for replication and will support its validation, capacity-building application, and preparation for scale-up across MENA and Sub-Saharan Africa.

Specific objectives include:

  • Build and validate a six-module Excel tool aligned with AfDB financing formats, pre-populated with Kenya/Egypt data but adaptable to any LMIC context.
  • Develop advocacy materials enabling MoH and Ministry of Finance (MoF) engagement, including an investment brief, PowerPoint deck, and country-specific economic narrative.
  • Facilitate pilot testing and build the capacity of at least 15 Kenya/Egypt MoH staff to use the tool independently.
  • Deliver an end-of-pilot evaluation and a structured scale-up roadmap for multi-country roll-out.

Scope of Work

The consultant’s responsibilities span five areas over the six-month engagement:

1. Tool Design & Development

  • Build a fully functional offline Excel investment case tool explicitly designed as a generic, country-adaptive solution replicable across any LMIC context.
  • Include six modules: investment calculator, global SRHR evidence library, generic country data input sheet (pre-populated with Kenya/Egypt data), customizable dashboards, scenario modelling (invest vs. inaction), and a plain-language guidance note.
  • Ensure all assumptions are transparent and adjustable; outputs must align with AfDB financing formats.

2. Advocacy Materials

  • Develop a fillable one-page investment brief template and a 10–15 slide MoF-ready PowerPoint deck.
  • Produce a Kenya/Egypt-specific economic narrative applying tool outputs to Kenya’s/Egypt’s UHC context, serving as the pilot application of a reusable country narrative template.
  • Produce a standalone ‘invest vs. do nothing’ scenario analysis template with annotated guidance and placeholder sections, and complete the Kenya/Egypt version as proof of concept.

3. Pilot Testing & Capacity Building

  • Facilitate at least one full-day hybrid workshop with Kenya or Egypt MoH staff (co-facilitated with Pathfinder staff); produce a usability and feedback report; revise the tool accordingly (v2).
  • Design and deliver at least two training sessions for a minimum of 15 MoH staff, equipping them to use the tool independently.
  • Prior to the first workshop (Month 1/2), contribute to a structured baseline capacity assessment of MoH counterparts to support pre-/post- measurement of changes in tool use and decisionmaker engagement.

4. Stakeholder Engagement Support 

  • Brief MoH staff for at least two MoF-level presentations; attend at least one engagement session; produce meeting summaries.

5. Evaluation & Scale-Up Roadmap

  • Conduct an end-of-pilot evaluation; produce a structured 2-page scale-up framework covering country adaptation requirements, resource needs, rollout criteria, and funding pathways.
  • Produce a final report contribution and submit a complete documentation package.

Deliverables & Outputs

All deliverables are subject to review and acceptance by Pathfinder before payment is triggered. The timeline may be adjusted in writing by mutual agreement if scope changes are approved.

Payment Milestones

Payment is milestone-based and tied to acceptance of deliverable groups. Consultants are requested to submit a financial proposal as part of their application.

 Required Skills, Qualifications & Experience Essential

  • Postgraduate degree in economics, health economics, public health, or related field.
  • Minimum 5 years’ health economics experience, with deep knowledge of SRHR and PHC investment evidence in LMICs.
  • Proven track record building complex analytical and decision-support tools in Microsoft Excel , portfolio evidence required.
  • Experience engaging MoH and/or MoF counterparts in LMICs; ability to translate technical evidence for senior government audiences.
  • Ability to design and deliver training programmes for government professionals.
  • Excellent written English; able to produce clear policy briefs and advocacy materials for non specialist audiences.

Desirable

  • Kenya, East Africa, or MENA government experience.
  • Familiarity with AfDB financing frameworks.
  • Knowledge of Arabic or French for future regional adaptations.
