Job Description
Director Planning, Partnerships & Enterprise – Job Grade E2(2) – One (1) Post – Advert Ref: No. KWS/09/2025
Reporting to the Director General, the overall responsibility will be to develop and implement strategic partnerships and resource mobilization strategies to maintain/expand a diversified partnership base and funding sources leading to a growing, financially stable and self-sustaining organization with increased impact and reach, marketing and business development, leading strategic planning and reporting framework. To direct implementation of corporate planning processes and performance contracting, quality assurance and facilitate preparation of institutional plans which align with the corporate plan and mobilization of resources.
Duties & Responsibilities
 The duties and responsibilities will include: –
- Oversee development, implementation and review of partnership & enterprise policies, systems, regulations, procedures, strategies and programmes;
- Lead cultivation of strategic partnerships with government, development partners, corporates, Non-Governmental Organizations, foundations, trusts and international agencies across different sectors aligned with Service’s vision and mission;
- Develop strategies for establishing sustainable partnerships and networks to facilitate resource mobilization;
- Formulate and review business development policies, strategies and programs;
- Facilitate research on the existing business and identifying emerging issues for consultation;
- Coordinate marketing, business development and corporate planning processes
- Support resource mobilization work plan implementation;
- Advise management on requirements for donor funding;
- Spearhead the development of tools and instruments for resource mobilization and utilization;
- Facilitate mobilization of resources through linkages with international partners to support the Service;
- Promote the Service’s resource base to ensure long term sustainability;
- Identify new funding opportunities within multi-lateral, bilateral, corporate and foundation donor communities to support the Service’s program areas;
- Oversee preparation of financial reports on funding and resource mobilization;
- Lead negotiations with local, regional, and international partners on priority funding opportunities;
- Facilitate strategic prioritization and decision-making on funding opportunities, informed by sound competitive analysis;
- Lead positioning, capture and proposal development efforts for priority funding opportunities;
- Lead and mentor a cross functional team responsible for planning, partnerships and enterprise functions;
- Foster a culture of collaboration, accountability and continuous improvement;
- Facilitate strategic prioritization and decision-making on funding opportunities, informed by sound competitive analysis;
- Conduct intelligence analysis on stakeholders’ policies and practices.
- Oversee development, implementation and review of the Service’s Strategic Plan;
- Monitor performance against strategic goals and provide regular progress reports to the Director General and Board of Trustees;
- Ensure enterprise activities are financially viable, sustainable and aligned with strategic goals;
- Identify new areas of investment for the Service and partnerships;
- Oversee implementation of strategic communication plans that support organizational objectives, with a focus in strategic partnership and resource mobilization;
- Provide the communication team with targeted content for communication and marketing campaigns, messaging, and branding initiatives to promote the organization’s services and offerings;
- Oversee creation of compelling content for various platforms including press releases, articles, blog posts and social media aligned with partnership and resource mobilization priorities;
- Ensure alignment of communication strategies with the organization’s mission, vision, and brand guidelines;
- Ensure consistency and accuracy in messaging across all communication channels;
- Harmonize the Service’s policy with the Strategic Plan;
- Identify new local and external tourism source markets;
- Facilitate preparation of concept papers and proposals for funding;
- Coordinate customer Service, partnership and resource mobilization activities;
- Coordinate resource mobilization and capacity building for security personnel;
- Formulate standard operating procedures;
- Prepare and coordinate implementation of the Directorate’s budget and ensuring prudent use of resources;
- Review and report on the donor funded projects; and
- Mentor and supervise staff performance in the Directorate.
Job Requirements
For appointment to this grade, a candidate must have:-
- Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics, Planning Communication, Public Relations, Business related or equivalent qualifications from a recognized institution;
- Master’s degree in any of the following disciplines: Economics, Statistics, Mathematics, Planning Communication, Public Relations, Business related, Strategic Management, International Development or Public Policy or equivalent qualifications from a recognized institution;
- Additional certifications in project management will be an added advantage;
- At least twelve (12) years relevant work experience, six (6) years of which must have been at senior management level in strategic planning, partnerships development or enterprise management;
- Proven record building and managing partnerships with NGOs, private sector, government and international agencies, preferably in wildlife conservation;
- Certificate in Strategic Leadership Development Programme (SLDP) Course lasting not less than four (4) weeks from a recognized institution;
- Membership to a relevant Professional Body;
- Knowledge of regulatory and sector specific issues;
- Have a good understanding of business models, innovation ecosystems and market trends;
- Excellent knowledge of written & spoken English and negotiation skills;
- Excellent organizational, communication, team functions and management skills;
- Must have a clean disciplinary record; and
- Fulfil the requirements of Chapter Six of the Constitution.

The successful candidate will be engaged on contract terms of up to five (5) years renewable once subject to performance and retirement age.
