Job Description

Duties and Responsibilities

  • Advising the county government on physical and land use planning matters that impact the county;
  • Formulating county physical and land use planning policies, guidelines and standards;
  • Preparation of county physical and land use development plans;
  • Preparation of local physical and land use development plans; participating in the preparation of inter-county physical and land use development plans;
  • Undertaking, research on matters relating to physical, and land use development planning at the county level
  • Recommending to the county government the establishment of planning units as may be necessary;
  • Maintaining land information system to guide physical and land use planning;
  • Communicating decisions of the county government on development applications
  • Issuance of development permission and other development control instruments under the Physical and Land Use Planning Act,2019
  • Overseeing the preparation and implementation of Urban Development policies, legislations, policies, strategies, standards, guidelines and programs.
  • Formulation of Housing Policies;
  • Promotion of participatory approaches and capacity building in the Housing development process;
  • Liaising with stakeholders to establish and maintain land banks for housing development;
  • Proper management of resources for housing and human settlements development;
  • Implementation, monitoring and evaluation of housing programmes and advising the County Government on housing matters;
  • Promotion of appropriate building materials and construction technologies; and
  • Management and maintenance of County Government owned houses

Requirements for appointment

Is a citizen of Kenya

Holds a bachelor’s degree in urban and regional planning or related discipline from a recognized university

A master’s degree in the relevant field will be an added advantage.

Is registered as a physical planner under the Physical Planners Registration Act, 1996 and is in good standing with the relevant professional body

Be a corporate member of Kenya Institute of Planners or Architectural Association of Kenya (Town Planning Chapter) or Town and County Planners Association (TCPAK)

Has a certificate in Senior Management Course lasting not less than 4 weeks from a recognized institution.

Be proficient in Computer Applications

Has a proven administrative ability and professional competence necessary for effective performance of work at this level

Has at least five years post-qualification professional experience in physical and land use planning

Demonstrate managerial and professional competence in work performance and exhibit a thorough understanding of national policies, goals, objectives, and ability to relate them to Physical Planning and Urban Development Matters.

 

Is not otherwise disqualified under the provisions of Chapter Six of the Constitution or any other written law.
