Job Description   POSITION OF DIRECTOR REGISTRATION AND COMPLIANCE

POST: ONE (1)

GRADE: NCCS 2

VACANCY NO: NCCS/16/2026

TERMS OF SERVICE: CONTRACT

 

a.         Duties and Responsibilities 

Duties and responsibilities entail;

i.          Receive applications, vet and recommend for approval of child welfare programmes proposed by charitable children’s institutions in accordance with the Act;

ii.          Develop and review criteria for establishment of child welfare programmes;

iii.          Monitor adherence to set standards of Charitable Children’s Institutions and child welfare programmes for compliance;

  1. Prepare and submit monitoring reports of Charitable Children’s Institutions and child welfare programmes to the Council;
  2. Establish, maintain and update a database of children in Kenya;
  3. Establish panels of persons from whom guardians ad litem appointed by the court in matters relating to children including adoption regulated under the Act;
  4. Maintain and update a register of guardians ad litem;
  5. Accredit and license duly registered adoption and child protection agencies in order to facilitate domestic and inter-country adoptions;
  6. Establish, update and maintain a database for domestic and inter-country adoptions;
  7. Receive records and reports from Charitable Children Institutions, adoption societies, parents and guardians, authorised officers and other relevant persons on children available for adoption;
  8. Establish, maintain and update a register of children free for adoption and prospective adoptive parents;
  9.  Certify and declare a child free for adoption;
  10.  Establish, maintain and update a database of adopted children in consultation with the Registrar;
  11. Provide the platform for the Council in serving as the central authority for the purposes of the Hague Convention on Inter-Country Adoptions;
  12. Collaborate with relevant state departments, state and non-state agencies to monitor and evaluate the efficiency and effectiveness of all social programmes established in the interests of children;&nb
Job Specification Requirements for appointment

For appointment to this Grade, an officer must have: –

i.     At least Fifteen (15) years’ relevant work experience, three (3) of which must be in senior management;

ii.    Bachelor’s degree in any of the following disciplines: – Social Sciences, Education; Sociology; Gender, Women and Development Studies; Gender and Development; Community Development; Counseling and Psychology; Sociology and Religious Studies; Sociology and Economics or its equivalent qualification from a recognized institution;

iii.     Master’s degree in any of the following disciplines: – Guidance and Counseling; Sociology; Education, Counseling Psychology; Public Administration Policy; Gender Studies and Development; Criminology and Criminal Justice; Criminology and Security Management; Community Development; Development Studies; Project Management or any other related field from a recognized institution; Development; Counseling Psychology or its equivalent qualification from a recognized institution;

Iv, Leadership course lasting not less than four (4) weeks;

v.     Membership to a relevant professional body where applicable;

vi.      Practicing License where applicable; and

vii.    Computer Proficiency.

  • Kenya Revenue Authority – (Valid Tax compliance certificate).
  • Directorate of Criminal Investigations – (Certificate of good conduct)

  • Ethics and Anti – Corruption Commission – (Self-Declaration form)
  • Credit Reference Bureau – (Certificate of clearance or credit report)
