Job Description
Principal Probation Officer
1. A minimum of eight (8) years relevant work experience in the probation service, three (3) of which should be at the grade of Senior Probation Officer CSG 9;
2. Bachelor’s degree in any of the following disciplines: Social Work, Sociology, Criminology, Law, Counselling Psychology, Social Psychology, Project Planning and Management, Nursing, Animal Science, Commerce, Statistics, Information and Communication Technology, Clinical Psychology, Psychiatry, Economics, Political Science and Public Administration, Penology, Public Policy, Animal Husbandry, Education, Religious Studies, Development Studies, Community Development, Guidance and Counseling, Conflict Management and Resolution, Human Resource Management, Business Administration, Gender and Development Studies, International Relations, and Philosophy;
3. Membership to a relevant professional body where applicable and in good standing;
4. Certificate in computer application skills; and
5. Shown merit and ability as reflected in work performance and results.
An officer at this level may be deployed at the Headquarters, Regions or Probation institutions.
Duties and responsibilities of officers deployed in the headquarters will entail:
i. Implementing policies, strategies, guidelines on Probation and Aftercare Programs;
ii. Undertaking appraisals, inspections and quality control on Probation and Aftercare Programs and community service order projects;
iii. Undertaking data analysis, interpretation, and dissemination of information on offender programs crime prevention and victim services;
iv. Undertaking research on Probation and Aftercare programs and offender management;
v. Compiling and reporting periodic departmental programs, projects and activities;
vi. Tracking compliance to community service order work performance;
vii. Compiling and submitting pre-lease advisory reports to Power of Mercy Committee;
viii. Analyzing and implementing reports and recommendations from case committee,Power of Mercy Advisory Committee, Borstal institutions Board of visitors and rehabilitation school committee;
ix. Implementing child and youth justice strategies;
x. Compiling and reporting on offender empowerment program;
xi. Coordinating the implementation of special needs offenders’ programs and activities; and
xii. coordinating the implementation of community probation volunteer program.
Duties and responsibilities of officers deployed in regions will entail:
i. Implementing policies, strategies, guidelines on Probation and Aftercare Programs;
ii. Undertaking appraisals, inspections and quality control on Probation and Aftercare Programs in the region;
iii. Conducting social enquiries and presenting reports for bail, presentence and victim impact statement for high courts and subordinate courts;
iv. Undertaking supervision on community service, order program and projects;
v. Supervising offenders on probation order;
vi. Undertaking reintegration and resettlement of offenders on discharge and conditional release by penal institutions;
vii. Undertaking risk, need and responsivity assessment and classification of offender under supervision;
viii. Undertaking data analysis, interpretation and dissemination of information on offender program in the region;
ix. Compiling and submitting pre-lease advisory report to power of mercy committee, Borstal Institution, board of visitors and rehabilitation school committee;
x. Undertaking mediation and reconciliation of the offenders and victims under restorative justice program;
xi. Participating in crime prevention in collaboration with stake holders in the region;
xii. Organizing and participating in case conferences, Probation case committees and community service order case committees’ meetings;
xiii. Undertaking appropriate action on offenders breaching supervision and releaser orders;
xiv. Participating and implementing diversion and plea-bargaining programs as directed by the courts;
xv. Coordinating the implementation of prevention of sexual and gender-based violence and prevention of female genital mutilation programs in the region; and
xvi. Coordination the implementation of Community Probation Volunteer Programs
Duties and responsibilities of officers deployed in Probation Institutions will entail; –
i. Implementing policies, strategies, guidelines on Probation and Aftercare Programs;
ii. Undertaking the implementation of institution programs;
iii. Undertaking the implementation of multi- agency crime prevention programs at the probation community resources and training center;
iv. Undertaking rehabilitation and treatment programs of offenders and victim services in restorative justice program;
v. Spearheading the implementation of education, vocational training, and empowerment, programs in the probation institution;
vi. Coordinating hospitality and accommodation functions at probation training center;
vii. Participate in the development of the training curriculum at the probation training center;
viii. Undertaking research on probation and aftercare service programs to facilitate training;
ix. Collaborating with relevant institutions and stakeholders on probation officers training;
x. Preparing periodic progress report; and
xi. Consolidating and maintaining accurate data.
