Stores & Inventory Manager

Reporting to:            General Manager – Supply Chain Management
Employment type:   Five (5) years contract, renewable subject to retirement age and performance.

Duties and Responsibilities

1. Adherence and compliance to the procurement Laws and the Corporation’s procurement policies and procedures;
2. Developing and reviewing the procurement and asset disposal plans in line with the Law, managing their implementation by User departments and advising/reporting on adherence to the plan;
3. Leading in Reviewing and updating of supply chain disposal policy and procedures manual;
4. Overseeing preparation statutory and administrative procurement and asset disposal reports as required by the Corporation and other Government bodies;
5. Overseas the developing and implementing the logistics and inventory strategy and reporting in line with policies, processes & procedures;
6. Overseas the developing of various supply chain plans including risk management and contractor performance measurement plans to increase efficiencies;
7. Providing Secretariat services for the tender evaluation/disposal and other Committees in line with procurement and Disposal Act;
8. Leads in monitoring quality of purchased goods and services vis-a-vis requirements and assist user department in resolving disputes with suppliers, contractors and consultants;
9. Oversee the development of capacity building programs to the in order to ensure compliance in the application of the procurement Law and Corporation’s procurement policies and procedures;
10. Oversee the development of stores security program, review of physical security measures, and recommending any modifications;
11. Provide guidance in responding to procurement proceeding disputes required by the Public Procurement Regulatory Authority, Public Procurement Administrative Review Board and other investigative agencies;
12. Oversee the develop and implementation of strategies to carry out stock take exercises on quarterly, periodically and annually in accordance with the procurement laws and guidelines issued by other Government Bodies;
13. Oversee the development of strategies and mechanisms to ensure inventory management systems are seamless in the receipt, inspection & acceptance and issuance of goods from the Corporation stores;
14. Oversees the development of strategic mechanism that ensures optimum stock levels are maintained as well monitoring obsolete and non-moving materials to identify and recommend items for disposal;
15. Oversee the development and implementation of records management strategies to govern the custodian of the stores records as per the Corporation’s and procurement law guidelines;
16. Oversee the development and continuous monitoring of Health and safety policies strategies to be observed in the stores to ensure staff and materials safety;
17.  Oversee the development and implementation of supply chain capacity building programs that ensure compliance of the procurement Law and the Corporation’s procurement policies and procedures;
18. Oversee the development and implementation of supply chain capability and culture that reflect the values which facilitates performance, professionalism and initiative by staff throughout the Corporation;
19. Provide technical input in development, implementation and review of the corporation’s strategic plan, vision, mission, and objectives.
20. Provide strategic leadership in supervision, coaching, mentoring, training, and development of all staff to ensure an efficient and motivated team in the supply chain.
21. Lead in formulating, implementation, monitoring, and review of risk management policy and framework that ensures the Department has a robust system and processes of accountability, enterprise risk management and business continuity.
22. Lead in developing, implementing, and reviewing of the departments citizen service delivery charter to enhance accountability and transparency in service delivery to stakeholders.
23. Foster a corporate culture that promotes ethical practices and good citizenship within the Department.
24. Oversee the development, implementation and review of corruption prevention and mitigation strategies in the Department.
25. Oversee implementation of principles of Corporate Governance, relevant national policies, guidelines, and directives within the Department.
26. Oversee implementation of a robust performance management system within the departments through providing oversight of the delivery of the annual performance contract and the strategic plan;

Requirements of the Position

1. Master’s Degree in a business-related field or relevant field from a recognized institution.
2. Bachelor’s Degree in Procurement and Supplies Management/Procurement and Logistics/Commerce/Business Administration (Supplies Management Option)/Economics or equivalent degree from a recognized Institution.
3. Full membership to KISM or CIPS
4. Certified Supplies Practitioner by KISM and in good standing.
5. A management course lasting not less than four (4) weeks from a recognized institution will be an added advantage.
6. A minimum of Ten (10) years relevant working experience, Five (5) of which must be in Senior Management.

4. Current Clearance from the Ethics and Anti-Corruption Commission (EACC); and
5. Current Report from an approved Credit Reference Bureau (CRB).
